TCAU was founded in July of 2025. The mission of TCAU is to provide low-barrier housing for individuals, couples, and families experiencing homelessness in the greater Tri-Cities area. Our low-barrier housing will be modeled after the successful low-barrier shelter facilities in the cities of Walla Walla and Hermiston. Guests will be expected to obey the law and conduct themselves in a respectful, non-threatening, and non-disruptive manner.
Our goal is to open our doors by 2027, providing safety, stability, and hope to our most vulnerable neighbors.

The purpose of the Tri-City Alliance for the Unhoused is to provide a low-barrier housing facility and resources for unhoused individuals, couples and families in our community.
A low barrier housing facility is one where a minimum number of expectations or requirements are placed on the people who stay there.
Examples include
· allowing pets to stay with their person as long as the pets are not disruptive,
· allowing guests to come into the facility for the night even if they are under the influence of alcohol or drugs.
Yes. Restrictions include not allowing illegal drugs, marijuana, alcohol and weapons of any kind in the facility. There will be requirements that guests behave in a manner that is respectful, non-threatening and not disruptive.
Our low-barrier housing will not be an encampment, and we will not allow tents. We will have a main building with sleeping areas and a number of huts that can accommodate one or two people as well as pets. We will also have bathroom facilities, showers and places where guests can lock up their possessions. The entire area will be fenced.
Yes. We will have security staff present at the facility all night. No entry or reentry will be allowed after 10 p.m. All guests must exit the facility by 9 a.m.
We are modeling our low-barrier housing facility after two existing facilities in our region, one in Walla Walla and the other in Hermiston. Both are successful, well-maintained facilities that have become important parts of their communities. The Walla Walla Alliance for the Homeless has been open for 7 years; Hermiston’s Stepping Stones Alliance has been open for 2 years.
The idea is that if you provide people with safe places to sleep, and you give them access to showers and restroom facilities, then you are also giving them the opportunity to consider pursuing a path to a better life.
